Information and Communication Technologies (ICTs) have shaped a new world. These technologies, when correctly harnessed, enable greater access to information, stimulate economic development, enhance opportunities and enable governments to deliver services efficiently to citizens. The South African government is committed to work with all stakeholders in building a 'people-centred, inclusive and development-oriented Information Society' in the country.

'We, in South Africa, strive to nurture and consolidate the tenets of a people-centred society, creating, while using the means of information and communication, a Learning Nation where innovation and knowledge are promoted, protected and rewarded' - Deputy President Thabo Mbeki addressing ISAD Conference in May 1996.
